Abstract: Environments that provide opportunities for change are indeed challenging places. They are equal, tolerant, respectful views the positive benefits of the partner. They are open to challenge, and actively value the differences between them. The combination of Government and non-government systems can stimulate each other in successful ways, but only if their differences are used to create the necessary frisson that makes change possible.
