Abstract: This presentation will highlight a decade-long transformation of the mental health system in the American city of Philadelphia. Philadelphia is a city of 1.5 million people and has been at the forefront of transforming it's model of service delivery--first focusing on recovery as an overarching framework and more recently on population health as the organizing principle for its work. The presentation will provide a conceptual framework, discuss why the city made these changes and touch on how their thinking evolved over time. Examples which range from the systematic implementation of evidence based practices in treatment programs to the use of community participatory art projects as a health promotion strategy will be provided, in addition to the strategies that were employed to make large-scale change.
