Abstract: Mars Inc. was established as a not for profit entity in 1988 by the Ryde Community Mental Health Service to provide work opportunities for people with a psychiatric disability. Until this year award wages were paid to MARS employees. This set a high level of performance and skill required by new workers and presented a barrier. This paper looks at the construction of a legal wage system that is based on productivity and allows for the acquisition of skills, based on national competencies.
