Abstract: Anthony (1998) likens psychosocial rehabilitation to a black box to which a consumer enters and exits, but no one is certain what occurs in between. This paper describes the development of a new instrument referred to as the Collaborative Goal Index (CGI) which attempts to operationalise the part of the black box that pertains to identifying, agreeing, working towards and attaining consumer goals. After describing the development of a new needs-based psychosocial rehabilitation model into which the CGI fits, eight guiding principles used to develop the CGI are discussed. The technical aspects of the CGI are then presented and future directions for the ongoing development of the CGI are then discussed.
